FLEGT Competent Authorities

FLEGT Competent Authorities are the authorities in EU Member States responsible for verifying FLEGT licences, as set out in the EU FLEGT Regulation.

Below is a list of FLEGT Competent Authorities in each Member State along with information, where available, on their procedures for handling FLEGT licences. You can also download the list of FLEGT Competent Authorities as a PDF file published by the European Commission here.

In many EU Member States, a single Competent Authority is responsible for both the EU Timber Regulation and the FLEGT Regulation. Other Member States divide responsibilities for implementing the EUTR and the FLEGT Regulation between two Competent Authorities.

Greece’s current procedures for processing FLEGT licences are as follows:

  • The importer is obliged to submit the FLEGT licence at least 30 days before the arrival of shipment to the regional competent authority with an application form, accompanied by any relevant document and a payment fee of 100 euro for checking and validation.
  • After receiving the above documents, the regional competent authority transmits a copy of the applicant and the FLEGT licence to the central competent authority.
  • The central competent authority evaluates the application and checks and validate the FLEGT licences, if the requirements of Article 7 of Commission Regulation 1024/2008 are met, or else rejects the request.
  • In the case of accepting the request, the central competent authority confirms the validity of the FLEGT licence on the application form and sends it back to the regional competent authority. 
  • In the case of doubt about the validity of the FLEGT licences, after the import of the shipment and before the decision of acceptance or not, the central competent authority may ask from the export country more information according to Article 5 of Council Regulation 2173/2005 and Articles 6, 9 and 10 of Commission Regulation 1024/2008. The central competent authority informs the importer as well as all the stakeholders for these actions.
  • After the completion of import procedures, the importer is obliged to give a copy of the Customs declaration to the regional competent authority.

Malta

Procedure for the submission of FLEGT licences

Importers in Malta will be required to:

  • Create a new licence and upload the information on the dedicated FLEGT Licensing System web application (TRACES).
  • Submit the paper version of the licence as well as a copy of the purchase order/invoice at the Competent Authority’s offices, well ahead of the shipment’s arrival in Malta.

The Competent Authority will inform the importer whether the licence was “Accepted” or “Rejected” within ten (10) working days. In cases where further verification of the licence is required, the importer will be informed accordingly.
